Talk to Larry Cartwright and click "issues" Larry Cartwright will the reply with multiple options, click the blue text " Junk Piles" and he will reply back asking if you could pick up some of the trash around the town of Farwood to help him clean, agree with him then follow the map to find each of the four piles.

Objectives

Collect the four piles of junk hidden around Farwood, Follow the map included in the image to locate the four piles that have been hidden. Once you have found all four piles talk to Larry Cartwright and click "issues" again, this will bring up the selection for "junk piles". Once you select that again he will reward you.
